Planning & Listed Building Consent
Secondary glazing is the preferred fabric upgrade for designated heritage assets because it leaves the external elevation unchanged. This section covers planning permission thresholds, LBC documentation and Conservation Area considerations.
Article 4 Directions & Conservation Areas
Article 4 Directions withdraw specified Permitted Development rights — most commonly those affecting front elevations, doors, windows and roof alterations on single-family dwellings within designated Conservation Areas. Because secondary glazing is fitted internally, it almost always falls outside the scope of an Article 4(1) Direction; however, a written confirmation from the Local Planning Authority (LPA) is best practice for specifier records and conveyancing.
When to engage the LPA
Engage the conservation officer or planning duty desk in writing whenever any of the following apply:
- Property is listed (Grade I, II* or II) — LBC enquiry is mandatory.
- Property sits within an Article 4(1) Direction zone (e.g. Bloomsbury, Belgravia, Marylebone, Hampstead, Spitalfields).
- The Conservation Area Appraisal explicitly references window treatments.
- The proposal includes a fanlight, transom, oriel or stained-glass panel.
- Works form part of a wider PAS 2035 retrofit requiring evidenced compliance.
- Insurer or lender requires written planning confirmation.
Documents to attach
A complete pre-application pack accelerates LPA response and reduces the risk of conditions being attached at consent stage:
- Existing & proposed window section at 1:5.
- Reversibility schedule (fixings, removal sequence, making-good).
- Manufacturer datasheet and frame profile drawings.
- UKAS-accredited Rw and U-value certificates (BS EN ISO 10140-2 / BS EN 12567-1).
- Heritage impact statement referencing Historic England HEAG 161 / 326.
- Site photographs of the relevant elevation and internal reveal.

Tip: most London LPAs accept pre-application enquiries via a dedicated planning portal (e.g. Westminster, RBKC, Camden, Islington). Where a fee applies it is typically £50–£300 for residential pre-app on listed buildings, with a 15–25 working-day response. Keep the written reply with your project file as evidence of compliance.
Where to submit: London borough LPA contact directory
The correct submission channel varies by borough. Listed buildings and Article 4 enquiries are usually best routed via the borough's pre-application service or directly to the duty conservation officer. Always verify on the council website before sending — fees and forms are reviewed annually.

Channel guidance: use the pre-application portal route for priced written advice you can rely on at consent stage. Use the generic planning@ inbox only for binary confirmations (e.g. "is LBC required for internal secondary glazing?") where no formal advice fee is triggered. For listed buildings, always cc the named conservation officer if identified on the council's heritage team page.
Building Regulations
Approved Documents L, F, K, Q and B all bear on secondary glazing specification. The exemption pathway under Regulation 9 is the principal route for listed and traditionally constructed buildings.
PAS 2035 & MEES
PAS 2035:2023 is the governing standard for funded retrofit. Secondary glazing features prominently as the recommended measure for traditional and protected buildings under Risk Paths B and C.
Acoustic Compliance
Acoustic performance is specified by Rw (with C and Ctr adaptation terms) and verified against BS 8233, ProPG, BB93 or HTM 08-01 as appropriate to the building use class.
Condensation & Moisture
BS 5250:2021 governs moisture management. Cavity ventilation strategy and internal RH control are the two principal levers for avoiding interstitial and surface condensation in secondary glazed assemblies.
Fire, Egress & Security
Approved Documents B, K and Q define the life-safety envelope. Security specifications additionally need to satisfy insurer requirements under BS EN 356 and LPS 1175.
